ASTRONOMY AND WORLD HERITAGE:
CULTURAL PROPERTIES AND STARLIGHT RESERVES
On June 24th, 2009, the Astronomy and World Heritage Initiative and the Starlight Reserves proposal were presented to the delegates of several countries in the framework of the 33rd Session of the World Heritage Committee held in Seville (Spain). The presentation was carried out by Luis Ramallo Massanet (President of the Spanish National Commission for UNESCO), Francisco Sánchez (Director of the Instituto de Astrofísica de Canarias), Mechtild Rössler (Chief of the Europe and North America Section of the UNESCO-WHC), Juan José Negro (Vice-Director of the Doñana Biological Station - CSIC), Eduardo Fayos Solá (Regional Representative for Europe at the UN-WTO) and Cipriano Marín (Coordinator of the Starlight Initiative).
The act was organised by the Instituto de Astrofísica de Canarias in cooperation with the World Heritage Centre.
Several outstanding issues were presented during this event:
- Objectives of the Astronomy and World Heritage Initiative: values and references in the World Heritage Convention.
- Presentation of the publication containing the conclusions of the International Workshop and Expert Meeting "Starlight Reserves and World Heritage: Scientific, Cultural and Environment Values", held on Fuerteventura in March 2009.
- Official presentation of the Starlight Reserve Guidelines, developed with the participation of more than 100 international experts.
- Presentation of the contents and objectives of the Thematic Study on Starlight Reserves.
- Presentation of case studies and future nominations. Presentation of the Lake Tekapo proposal (New Zealand) and of the possible nominations of extraordinary sites for astronomical observation (Canarias, Hawaii, Chile...).

On the same June 24th, the Starlight Initiative was presented in Seville in the "Foro de la Biodiversidad" (Science House - CSIC) before the media and the Spanish scientific community. The event was organised by the Doñana Biological Station (CSIC), in cooperation with the Starlight Initiative and the Instituto de Astrofísica de Canarias.

International meeting Organised by the IAC (Instituto de Astrofísica de Canarias), the IAU (International Astronomical Union), the UNESCO World Heritage Centre and the Fuerteventura Island Government. It was held on the island of Fuerteventura in March 2009.

The Starlight Reserve Guidelines have been developed in collaboration with the IAU (International Astronomical Union), the UNESCO's World Heritage Centre (Astronomy and World Heritage Initiative), the MaB Programme (Man and the Biosphere), the CIE (International Commission on Illumination) and the OTPC-IAC (Instituto de Astrofisica de Canarias). More than 100 international experts have collaborated to carry out this document.

A pioneer initiative for the nomination of Lake Tekapo/Aoraki Mt Cook as Starlight Reserve in the World Heritage List. This area embraces the Aoraki Mt Cook National Park within the Te Wahipounamu World Heritage Site and has the highest mountains in New Zealand.

For this Cornerstone project the IAU collaborates with the US National Optical Astronomy Observatory (NOAO), representatives of the International Dark-Sky Association (IDA), the Starlight Initiative and other national and international partners in night sky defence. The World Night, on the first day of the International Dark Sky Week, is promoted in the framework of this initiative.

The island of Fuerteventura, declared a Biosphere Reserve in May 2009, is one of the first areas of the World Network, together with the Island of La Palma, which adopted the Starlight strategy to protect and put into value their night sky.
