The International Workshop and Expert Meeting "Starlight Reserves and World Heritage - scientific cultural and environmental values", was held in Fuerteventura, Spain from 10-11 March 2009. The expert meeting concluded with a set of recommendations for consideration by the World Heritage Committee, States Parties, Member States of UNESCO, the Advisory Bodies to the World Heritage Convention (IUCN, ICOMOS, ICCROM), other UNESCO programmes as well as other UN organizations, scientific institutions and other relevant bodies.

Une Réserve Starlight est un site où un engagement à défendre la qualité du ciel nocturne et l’accès à la lumière des étoiles a été mis en place. Sa fonction principale sera de préserver la qualité du ciel nocturne et de ses valeurs associés, qu’elles soient culturelles, scientifiques, astronomiques, ou les paysages s’y rapportant. Concepto de Reserva Starlight - 2009

Una Reserva Starlight es un espacio en donde se establece un compromiso por la defensa de la calidad del cielo nocturno y el acceso a la luz de las estrellas. Tiene como función la preservación de la calidad del cielo nocturno y de los diferentes valores asociados, ya sean culturales, científicos, astronómicos, paisajísticos o naturales. Una reserva Starlight posee una o más zonas núcleo o de exclusión donde se mantienen intactas las condiciones de iluminación natural y nitidez del cielo nocturno. La zona núcleo estará protegida por una zona buffer o de protección donde se mitigan los efectos adversos relativos a la contaminación lumínica y atmosférica que puedan afectar a la zona núcleo. Finalmente se dispondrá de la zona de ámbito general donde se aplican los criterios de iluminación inteligente y responsable, y se resguarda la calidad del cielo nocturno de otros factores nocivos como la contaminación atmosférica.
